材料学院大型仪器设备共享管理办法
(经学校批准试行)
 
    为了更好的发挥材料学院大型仪器设备全校共享效能,更好的加强仪器设备管理与维护,更好的服务于全校教学与科研,根据材料学院大型仪器设备特点和材料学院实验室运行管理机制,特制定本办法。
    1、材料学院大型仪器设备是指用财政经费购置且单价十万元以上的设备,包含学校投入购置设备、政府专项投入购置的设备、共建实验室设备。
    2、材料学院大型仪器设备由学院的专门人员(教师或实验人员)负责管理和维护,管理人员对仪器设备应熟悉其性能、掌握基本操作技能,有一定维修保养知识,对所管设备负有全部责任,任何人员未经管理人员同意,不准自行使用、拆卸仪器。
   3、凡操作材料学院大型仪器设备人员必须具有仪器供应商培训后颁发的上岗证。对本院教师和研究生初次使用大型仪器,必须经过仪器专门管理人员的培训并获得上岗证后,方可独立使用。院外人员不得操作大型仪器。
   4、使用设备前,首先检查本室的安全和卫生状况,发现事故隐患,应立即向管理人员报告,实验室环境、卫生不达标时,请先向管理人员汇报或自己整理、清扫。否则,实验开始后,该室的安全、卫生将由正在进行操作的人员负责。
    5、开机前应检查仪器零配件是否完好、有无短缺,发现问题立即与管理人员联系,管理人员应立即前往检查核实并酌情处理,必要时将追究前一位使用者的责任。开机30分钟后未发现任何故障,则视为仪器状况良好;如果在此之后仪器出现异常,则该异常被视为在该操作人员使用过程中出现。
    6、请在使用仪器前登记“材料学院大型仪器使用记录表”的日期、单位、实验内容、实验人,实验完毕后登记仪器工作情况及工作时间。
    7、仪器在使用过程中出现异常,操作人员必须及时与管理人员联系,自己不得随意打开仪器,否则造成仪器损坏等一切不良后果将追究该操作人员的责任。
    8、禁止在大型仪器室内吸烟、进食、大声喧哗、使用明火和进行溶液配制;严禁在仪器设备上摆放任何物品,一切与实验无关的物品不得带入大型仪器室内,除管理和测试人员外其他人员不得随意进入大型仪器室。
   9、实验结束后必须整理好设备及配件,同时打扫干净实验室,切断电源,登记《大型仪器使用记录表》,关闭水电门窗,归还领用的钥匙。管理人员如发现仪器使用者未按上述规定执行,将视情节轻重在一定的时间内取消其使用大型仪器的资格。
   10、材料学科大型仪器设备原则上服务于本校师生(含研究生,下同)的教学与科研,未经批准,所有师生不得将外面的样品带入本仪器室进行测试。否则,一经发现,将视情节轻重,在一段时间内取消相关人员使用材料学院大型仪器设备的资格,并作出相应的处罚。
    学校各专业人才培养计划规定的本科实验,如需要使用材料学院大型仪器设备,则需由教务处和材料学院共同安排计划,经学院负责人批准后方可使用,由实验所在院系支付仪器易耗材料费和学校实验人员课时津贴。本科生实验指导由相应仪器专门操作人员和实验所在课程任课教师共同负责。
   11、材料学院大型仪器设备使用安排,按照单位优先和时间优先相结合办法安排。单位顺序为教务处批准安排的本科教学实验,本院师生科研等使用,校内师生科研等使用。在校内使用安排有空闲时,可接待校外委托测试等。在校内任务未完成之前所有仪器专门管理人员一律不得承接校外测试任务,更不得私自承接校外检测任务。
    12、材料学院大型仪器设备使用,一律凭材料学院开出的“大型仪器设备使用任务单”。
    13、材料学院大型仪器设备使用将适量收费,具体收费标准及运行模式如下:
(1)收费标准(另行发布)
除本科生人才培养计划中规定的本科实验按照学校教务处安排无偿使用外,其余人员使用材料学院大型仪器设备一律收费,校内师生按照总价减半收费,本学院师生按1/4收费。研究生使用按照相应指导教师所在单位标准收费。
(2)经费收取办法
校内师生平时记帐,但需操作人员和师生双方登记确认。研究生和本科毕业设计测试除登记学生姓名外,还需登记指导教师姓名,费用从指导教师的科研费或指导经费等中支付。学院每学期与教师结算一次。
校外人员测试凭学院管理人员开具的收费单到财务处交费。管理人员不得私自收取现金,一经发现,严肃查处。
(3)经费的使用
材料学院大型仪器设备的收费管理实行收支两条线。收费主要用于补偿仪器设备的运行维持费、部分人员编制费及大型仪器功能开发经费,经费使用需经学院负责人签批。具体与学校经费分成按照学校资产管理有关文件执行。
   14、对于单价50万元以上的大型仪器(如扫描电镜等),必须由学院的专门管理人员操作,其他师生无论培训与否,一律不得自己上机。
    15、材料学院大型仪器设备采用开放运行模式,上班时间对全校师生开放,非工作时间使用大型仪器需提前预约。
   16、凡违反《管理规章制度》者,管理人员有权取消其使用该仪器的资格,直至收回上岗证,如造成不良后果,将追究当事人的责任。

Administrative Regulation of Laboratory Center of School of Materials Science and Engineering (MSE), USST
 
The following articles in this administrative regulation are established to provide an aristocracy of virtue and talent for directions of i) maximizing utilization of the laboratory equipments; ii) optimizing equipments management and maintenance; and iii) serving the educational and research activities of the entire university.
 
1.      One personnel shall be designated in charge of each laboratory room, whose responsibilities include ensuring the security, sanitation and coordination of, in addition of keeping a key to, that laboratory room.
2.      By definition, Large-Scale Equipment (LSE) refers to a laboratory equipment of a unit value more than 100,000 RMB purchased with funding from i) the university; ii) government-supported projects; and/or iii) joint laboratory by MSE and some incorporation.
3.      Every LSE shall be under administration of at least two designated personnels, one of whom shall serve as Pricipal Administrator (PA) and take the full responsibility of that LSE. All the administrators shall have a comprehensive knowledge of the designated LSE including (but not limited to) the equipment specifications, operation procedure and routine maintenance. Unauthorized usage and dissembling of any equipment without approval by administrators are strictly prohibited.
4.      Access to an LSE is only available to its registered users who receive official training and a supplier-approved certificate from the LSE supplier. Without training and written approval by administrators, unsupervised LSE operations by first-time users (graduate students and faculty) are strictly prohibited, or full responsibilites of any problem/damage/liability caused are due to the administrators. Access to LSEs by visiting personnels is strictly prohibited.
5.      Laboratorial security and sanitary conditions shall be examined prior to operation of an equipment. Any problem/anomalies found shall be immediately reported to corresponding administrator(s) and/or manager. Unsatisfactory sanitary conditions of the laboratory shall also be reported or be cleaned out.
6.      Date/Affiliation/Experiment details/User prior to the experiment and Equipment condition/Finishing time upon completion of experiment shall be logged on to the corresponding “MSE-LSE Logbook”.
7.      In the LSE rooms, smoking, food/drink, noise-making, open fire and preparation of chemical solutions are prohibited. Foreign articles are strictly prohibited to be put on the LSE surface, non-relevant articles or personnels are not allowed to enter the LSE rooms.
8.      Upon completion of experiment, the user(s) is(are) required to i) clean after yourself and clean up, ii) complete usage record in the logbook; iii) turn off power and water supply; iv) lock the door(s) and windows; and v) return the key to the manager. Violation to this article may forfeit registered usership of the violating user(s).
9.      Use of MSE-LSEs are limited only to USST staff and students for educational and research purposes. Unauthorized testing of non-USST specimens are strictly prohibited, failure to follow this article may lead to registerd usership forfeiting and other appropriate penalties.
Use of MSE-LSEs in conformity with undergraduate educational requirements by departments and schools in USST shall be approved and arranged by deans of School of Materials Science and Engineering and Academic Affairs Office, and consumable expenses and conpensations shall be covered by corresponding department/school. Use of MSE LSEs by undergraduate students shall be supervised by both administrator and course lecturer.
10. Arrangements of MSE-LSEs shall comply with the rules of ‘Division Priority’ and ‘Time Priority’. Division priority levels from high to low are a) undergraduate educational experiments approved by Academic Affairs Office; b) MSE faculty and students; and c) other departments/schools. Time priority levels from high to low are a) intra-USST tasks; and b) extra-USST tasks. Extra-USST uses of LSEs prior to completion of intra-USST assignments are strictly prohibited.
11. An “MSE-LSE Job Order” shall be approved prior to use of an MSE LSE.
12. An appropriate fee is due per use of MSE LSEs. Charging standards and payment methods are as follows:
a)        Charging Standards
Undergraduate educational uses approved by Academic Affairs Office: Free
MSE faculty/students: 25% of full charge
Other USST schools/departments: 50% of full charge
Extra-USST uses: Full charge
b)        Payment Methods
Intra-USST uses: charge to account, balance in each account shall be paid with account owner’s funds on a semester basis. Every charge shall be verified by user and account owner before logged into the account. For Graduate/undergraduate student users, names of both their own and their advisor are required when charge of use is logged.
Extra-USST uses: Pay at counter of Office of Finance based on charge form signed by MSE office. Cash payment to MSE personnel(s) is strictly prohibited, failure to follow this rule may be subjected to severe penalties.
c)        Purpose of Charging
User fees are composed of a fixed fee charged for, in addition to cover the costs of equipment maintenance/operation and consumables actually used, human resource costs and LSEs R&D and an overhead charge by the university. Usage of this income is under direct supervision of the MSE dean. The overhead charge is determined in conformity with university policies.
13. Only trained MSE technicians are allowed to operate MSE-LSEs of value over 500,000RMB (for instance, FEG-SEM).
14. An ‘open operation’ policy is followed: Use of MSE-LSEs is open to all the faculties and students of University of Shanghai for Science and Technology. A reservation one week in advance is hence mandatory, whereas cancellation of a reservation shall be at least one workday in advance. Failure to follow this rule may result in a two-week suspension of usership and one full charge.
15. Upon violations of this Administrative Regulation, administrator/manager may devoid the violator of access to an LSE up to his/her registerd usership. Other penalties may also be applied accordingly if appropriate.
16. This Administrative Regulation is in effect immediately from this day on.
